In mid-January 2025, the Hong Kong Regional Joint Office (JO) received a water seepage complaint from a resident of a building in Sai Wan Ho. Having made an appointment, the JO staff visited the affected unit for investigation, and provided detailed explanation to the complainant about the possible sources of water seepage and the investigation procedures by JO. Afterwards, the JO staff visited the upper floor unit to investigate and, with the cooperation of its resident, carried out a colour water test on the drainage pipes within the unit. Later, the JO staff revisited the complainant’s unit for result monitoring, and found colour changes at the affected area. They then collected water seepage samples for delivery to the Government Laboratory for examination. The examination result showed that the samples contained the dye used in the colour water test for the upper floor unit. Therefore, it was confirmed that there were defects on the drainage pipes connecting the shower area in the bathroom of the upper floor unit, causing water seepage into the lower floor unit. The JO then issued a Nuisance Notice (the Notice) to the owner of the unit concerned, requiring the abatement of nuisance within the specified period.

Upon receiving the Notice, the owner of the upper floor unit promptly arranged for repair works. On completion of the repairs, the JO staff returned to the complainant’s unit and the upper floor unit for inspection. It was found that the Notice had been complied with, and the water seepage in the complainant’s unit had ceased.

Subsequently, the complainant wrote to the JO, expressing gratitude to the JO staff for their proactive attitude and multiple efforts to initiate communication and co-ordination during the investigation, leading to the smooth completion of the investigation work and eventually, the resolution of the water seepage problem.
